A patrol officer spotted the 14-year-old girl on a Tucson street on April 24 and she appeared to be soliciting. The officer questioned her and says the girl admitted she was a runaway from Phoenix and she was being trained as a prostitute. The Arizona Daily Star says that led to the arrests of Munoz and Minter.
