The LAPD (as well as other big city PD's) have long been out of control criminal thugs - literally.  Several police departments, including LA's have been found to have murder rings within their ranks. And these concerned citizens think complaining about the cop's criminal behavior will stop it.  Yeah, good luck with that.  Like expecting a charging bull to stop by saying, "please".
