But when he approached a young, 20-something couple meandering through the park together, he received an unprecedented whooping.

I believe it is the Internet. It awakens a lot more young people in general to different ideas, a wider variety of options and raises a lot more questions than which authorities wish to be confronted.
There is a global awakening underway.
